REGULAR SESSION MEETING MINUTES
PLANNING AND ZONING COMMISSION
JANUARY 8, 2014

A Regular Session Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in Town Council Chambers, 740 Main Street, East Hartford, Connecticut on January 8, 2014.


CALL TO ORDER

The meeting was called to order at 8:30 PM.

Vice Chair Peter Bonzani announced that Mary Whaples would be a full voting member at tonight’s meeting and declared a quorum.  The Commission would be voting with seven members.


SPECIAL PERMIT USE APPLICATION – Under Section 403.2 to allow the establishment of a    
Marijuana Dispensary Facility of on land located at 100 Pitkin Street, A.K.A (90-106) Pitkin Street.
Assessor’s Map# 4 Lot# 8
Applicant: Constitution Care LLC

Upon a motion by Kathleen Salemi, seconded by Thomas Fitzgerald, the Commission Voted (7-0) to approve the above special permit use application, with the following condition:

  • Applicant shall provide a lighting lumens plan for the existing parking lot for the purposes of determining the need for exterior lighting upgrades.
  • Applicant shall be subject to further review by the Town of East Hartford Police Department and the Town of East Hartford Fire Department. ~

SITE PLAN APPLICATION - 127 Park Avenue, Reconstruction of an existing parking lot and  
associated storm water drainage system  and installation of landscaping, site lighting and signage to an
existing industrial building.
Applicant: WE 115 Park LLC

Upon a motion by Thomas Fitzgerald, seconded by Mary Whaples, the Commission Voted (7-0) to approve the above site plan application, with the following conditions:

1. Final plans are to signed and sealed by the professional engineer or surveyor licensed in the State of Connecticut that is responsible for the work.
2. Provide separate plans for each application (Site Plan and Erosion and Sedimentation Control Plan) and label them accordingly.
3. Provide the erosion and sedimentation approval block and engineering inspection note on appropriate E&S submittal sheets.
4. Comply with all applicable requirements in Section 705 of the zoning regulations.
5. Comply with all applicable requirements in Section 217 of the zoning regulations.
6. Revise Topographic Survey plan to reflect existing conditions/utilities to date reflected on Parking Conceptual Plan submitted to Z.B.A. ie: roof leaders, gas meters, etc.
7. Verify if there is a conflict with the existing hydrant and the installation of the entrance curbing. Show hydrant location and water service on appropriate plans.
8. Verify and confirm that the existing storm pipes to remain that are headed in the direction of the building are not connected to any interior building floor drains.  All interior drains must be connected to an oil/water separator and not discharging into the storm drainage system. Consultant added a note to the plans.  Verification has yet to be determined.
9. Check and revise all proposed storm drainage pipe inverts per the proposed slopes. Revise all drainage calculations accordingly.
10. Revise the type of pipe for the 26 lf of 12" to provide sufficient cover.
11. Provide details for construction of the concrete ramps with handrails for all locations.
12. Expand the views on the Site Lighting Plan to show all illumination levels to the property line. Lighting plan should be incorporated with all plan sets.
13. Check and verify that illumination levels do not exceed 0.5 at the property line. Some areas exceed allowable levels.
14. Provide locations of all three septic system abandonment locations. Provide labels and show limits of pavement restoration on appropriate sheets.
15. Revise annotation on Demolition Plan for STMH referencing structure is to remain and adjust. STMH on sheet 5 states that structure will be new.
16. Investigate all clay pipes connected to the existing STMH to remain if they are active and where they go. Determine if they are connected to the new storm drainage system.
17. Determine the need for an ADA concrete ramp to enter the middle building near Belden Street.
18. Revise TC calculations to reflect proper lengths and slopes as show on the drainage area maps. Revise all affected computations.
19. Revise drainage calculations to include the CB located at the head of the system with 110" of 15" @ 1.0%. Recalculate all computations.
20. Typically these Hydrodynamic Separators are installed off-line to treat the first 1" design storm. Determine if this is a better installation method vs in-line. Total design flow to the separator should not exceed the peak flow capacity when installed in-line.
21. Add a maintenance note pertaining to the manufactures recommendations for cleaning schedule for the proposed Hydrodynamic Separator.
22. Provide some sort of detail for the Hydrodynamic Separator. If off-line installation is proposed, provide a detail showing all connections and label inverts.
23. Verify WB-62 turning movements at the entrance performing a right turn onto Park Avenue. Revise mountable curb and radii as necessary.
24. Investigate the need for a dumpster pad and enclosure for the proposed furniture store tenant. Will the proposed compactor be utilized by all tenants?
25. Verify locations of all plantings shown on the Landscaping Plan which may be in conflict with the proposed utilities. ie: storm drainage, water service, light poles, sewer manholes, etc.
26. Label existing vegetation to be removed where trees are planted along the railroad tracks.
27. Site Improvement Bond set in the amount of $24,500.00.


SOIL EROSION AND SEDIMENTATION CONTROL APPLICATION –~127 Park Avenue, Under section 217 to allow reconstruction of an existing parking lot and associated storm water drainage system and installation of landscaping, site lighting and signage to an existing industrial building.
Applicant: WE 115 Park LLC

Upon a motion by Travis Simpson, seconded by Paul Roczynski, the Commission Voted (7-0) to approve the above soil erosion and sedimentation control application, with the following conditions:

1. Final plans are to be signed and stamped by the Professional Engineer, Land Surveyor, or
     Architect licensed in the state of Connecticut who is responsible for the work.
2. Provide separate plans for each application and label them accordingly.
       3. Comply with all applicable requirements in Section 217 of the zoning regulations.


SITE LOCATION APPLICATION – 227 Burnside Avenue, under C.G.S Section 14-54 for used car   
dealers license and general repairs license ownership change.

Upon a motion by Kathleen Salemi, seconded by Thomas Fitzgerald, the Commission Voted (7-0 ) to approve the above site location application with the following conditions:

  • Applicant shall obtain a certification of completion prior to signature of the Chairman of the
Town~Planning & Zoning Commission on the State of Connecticut Department of Motor
Vehicles K-7 form.
  • Applicant shall be limited to the exterior parking as depicted on site plan entitled: Improvement~
Location Plan For Used Car Dealers License & General Repairs License, Prepared for M &R Auto LLC~Showing Existing Conditions and Proposed Layout~ 227 Burnside Avenue, East

  • Approved plan shall not be modified for licensing purposes without written authorization from
the~East Hartford Town Planning and Zoning Commission.
  • In evaluating this application, the Town Planning and Zoning Commission has relied upon
information~provided by the applicant and, if such information subsequently proves to be false,  
deceptive, incomplete, and/or inaccurate, this permit shall be modified, suspended or revoked.
  • Applicant shall install vinyl slats to the existing chain link fence to prevent viewing of damaged automobiles from Burnside Avenue and Ecology Drive.
APPLICATION FOR MINOR FLOOD HAZARD DEVELOPMENT PERMIT -Under section 601 to allow 2014 Roadway Improvement Project consisting of roadway mill & overlay and pavement reclamation for Elida Court, Timothy Road, Henderson Drive and Andrew Drive.
Applicant: Town of East Hartford Public Works Department, Timothy Bockus, Director

Upon a motion by Mary Whaples, seconded by Thomas Fitzgerald, the Commission Voted (7-0) to approve the above application for minor flood hazard development permit.


SOIL EROSION AND SEDIMENTATION CONTROL APPLICATION -~Under section 217 to allow 2014 Roadway Improvement Project consisting of roadway mill & overlay and pavement      reclamation.
Applicant: Town of East Hartford Public Works Department, Timothy Bockus, Director

Upon a motion by Travis Simpson, seconded by Paul Roczynski, the Commission Voted (7-0) to approve the above soil erosion and sedimentation control application.


2014 TOWN PLANNING AND ZONING COMMISSION SCHEDULE CORRECTION

Upon a motion by Thomas Fitzgerald, seconded by Paul Roczynski, the Commission Voted (7-0) to approve the 2014 Planning and Zoning Commission Schedule correction, which moved the February 12th meeting date to February 19th – due to Lincoln’s Birthday.


APPROVAL OF MINUTES

  • Regular Session Minutes – December 11, 2013
Upon a motion by Travis Simpson, seconded by Paul Roczynski, the Commission Voted (6-0 ) to approve the Regular Session Minutes of December 11, 2013.  Abstain: Salemi


MISCELLANEOUS

It was the consensus of the Commission to change the previously scheduled January 22nd workshop to February 5th @ 5:30PM.


Bond Releases/Settings

Site Plan Application: 12 Governor Street, AutoZone Bond Request Release

Upon a motion by Travis Simpson, seconded by Paul Roczynski, the Commission Voted (7-0) to approve the release of the site modification bond, in the amount of $12,500, for the above captioned location.
